Abstract
In Thua Thien Hue province, Central Vietnam, communities are increasingly affected by the impacts of climate change, including more frequent and severe floods and storms. To enhance human security and resilience, a community-based climate change adaptation model was piloted in Phu Loc district. Through participatory planning, training, and awareness-raising, local residents and governments collaborated to create “Safer Community Plans.” These plans integrated disaster risk reduction into local development efforts while preserving traditional knowledge and prioritising community-identified needs.
The project demonstrated that sustainability is best achieved by building on existing systems and structures, and empowering communities to lead adaptation efforts. Co-financing for infrastructure, livelihoods, environmental protection, and disaster preparedness ensured shared responsibility and local buy-in. By linking scientific research with community participation and government planning, the project provided a replicable model for locally-driven climate resilience that reduces both disaster risk and poverty.
